It always baffles me about the angst of concern as to will a wider tire fit a narrower rim. I well recall the beginning days of my mt biking, early 90’s, when we ran 2.5” knobbie tires on 26” pretty narrow rims, probably 19mm wide external, as that was what was available. This was long before tubeless and 23mm internal rims. We ran these tires at 25-30 psi and never rolled a tire off the rim in several single track turns. My only thought for the OP is will a 28mm fit ?. Lots of places tfor it to hit the chainstays, rear brake, bottom of the fork, not to mention issues getting past a set of dual pivot brakes while inflated. Rim size would be the least of my concerns.
