There is more certainty in dating with visual evidence of the serial number. However, because you have stated the of the location, this should be a Groupe Procycle built frame. Probably for the Canadian market.

J = year 1998 and H = month July. I cannot say what the model was based on the serial number. I do not have a 1998 Peugeot Canada catalogue.
