Bent Fork - Miniature Lejeune bicycle

So this bike is on ebay. The seller doesn't even mention the bent fork, but does say that he doesn't know much about bicycles so I can only assume he is ignorant about what the fork should look like. His asking price is way too high, of course, but I figured armed with some information from the experts here I could beat the price down quite a bit.

I've wanted one of these miniature French bicycles for some time, but also realize that if the fork is not repairable it may be virtually impossible to find a replacement. The rest of the bike is quite nice, so it was probably parked after the front end shunt and never ridden again.

I know it's tough to diagnose such damage just from a picture, but hopefully someone can give some idea of the damage and any possible remedy. I tried to include a shot of the bottom part of the headset but there aren't any good photos of it. Anyways, any thoughts are greatly appreciated.
