I will just add that flared drops are completely comfortable for me when riding on the hoods and accessing the levers is quite simple whether I am on the hoods or drops.
I understand they are not for everyone- that is totally cool. Drop bars come in all sorts of dimensions and shapes for a reason- its a seemingly infinite option of bars to ensure each of us use what works best for our bodies and specific situations.
But yeah- flared drops are super comfortable on the tops, ramps, hoods, hooks, and drops.
As for the aero penalty from riding in the drops with wider hands...just ride on the hoots and bend your elbows. Its an aero position that has been tested many times over. Using the flared drops is awesome for a different body position to stretch your back/neck, and using the flared drops is awesome for riding downhill on loose surfaces since it slows the steering down and stabilizes steering.
