As a volunteer shop, cost to us is important but so is quality on "bike special" tools. We have 9-10 work stations equipped with basic tools, combo ratchet wrenches, 3-way hex & socket tools, cable cutters, screw drivers, etc. and then a "share" tool rack with cone wrenches, chain tools, freewheel, cassette and bottom bracket type stuff. We find the best buys for bike specific tools are "used" Park Tool on ebay. we have a daily search set up so we don't miss something we may need.
Standard tools, much comes from Harbor Freight, even their Pittsburg wrenches and sockets are life time replaced, but we have had very few needs to replace them. We work on lots of rusty bikes and sometimes we need to do some convincing to get them apart.
