In recent decades as less people used laptops, really expensive cases for them, like by Tumi and others, originally hundreds of dollars, I find used for $20, sometimes $10 at the thrift shop, sometimes $5 at a university surplus store that I used to frequent, all in mint condition. I've used them for many things other than laptops. If I ever setup a bike with a front block, I may get one of those mount frames that can convert any bag to that function. My current panniers certainly are not waterproof. For critical stuff, like my phone, even in a supposedly waterproof bag or backpack, I'll put the item(s) first into a heavy plastic bag (usually a bubble-plastic shipping envelope, for padding too), then into the bag, it's cheap insurance without much effort.
