Suntour Superbe, Sprint and Cyclone hubs with sealed bearings do not have notched covers. You can only tell they have sealed cartridge bearings from the 'bubble' outter covers.
Yeah, I just thought it they were dust covers, assumed it was a typical cup and cone bearing and had a bit of a surprise when I disassembled them.
