Now it's been rattle canned primer and matte clear:

The project was to spend no money on single speeding this. And i adjectively... abjectly failed from the first thought.
At the moment this is how things are shaking out:

$15 matte clear
$45 for a free/free Surly hub - I had recycled spokes and a rim. And nipples. Seems like I got it kind of round ish.
$6 axle nuts. My LBS2 gave me some axle nuts w/ the used hub, but they did not match, nor look shiny and new
$20 seatpost 27.0mm and bike seat from LBS (not shown yet, but in a future update that will occur later)
Total: $101
still need
$56 Surly bars - Sunset. Sunrise? Whichever one my LBS can still get
$10 grips. need to get a grip.
$30 BB outboard bearings
$10 seatpost clamp. Sunlite makes a QR deal for this frame design. I can't find a KALLOY, which would allow me to spend more. Maybe if someone has a vintage KALLOY they can sell me, and I can pay even more for shipping. . . .

I might have to buy cables & housing. I hope I have enough scraps laying next to the parts bin on the dirty garage floor.
