Almost certainly Italian, as Learco Guerra was a big deal Italian pro in the pre-WWII years (he won the Giro, the Worlds, several Monuments, and twice finished second in the Tour). He was mainly a contemporary of Alfredo Binda and was pretty much past his prime by the time Gino Bartali came along. Here's the Wikipedia blurb about him.
