On the frame pictured, that type of seat stay attachment requires a lot of care and work. I know a 61/56 size makes it an outlier for many. It was designed to best fit a customer and not be judged on how it rides for the masses since few have the body dimensions it was designed to fit. However I know many collectors that want to get a frame from the best American builders and this would be an excellent example of the best.

Seat stay treatment and seatpost binder bolt are very similar to my Columbine touring bike.
Would be nice to see a pic of the entire frameset.
Heck…I could ride a 61 with a 56 top tube, just have to drop the saddle to compensate.
