Sidenote: the DERAILLEUR is Not at all set up correctly... watch some vids on Proper Front Derailleur Alignment before trying to tune it, ok?
the tail is WAY too high, etc.
it almost looks like a "Grab and Bend" alignment job to me... if so, it may need to be replaced.
