Does the bottom hem of the jacket have a drawstring to seal it up? Just use that to snug it against you before getting on the bicycle. If no drawstring you might look at the jacket's bottom hem and see if you could cut a small hole(s) in it and 'fish' cord/string through it, or maybe some elastic, to achieve the same results.
