Not quite, those are not stamped lugs, those are investment cast. Though the same dies and punch press could be used on stamped lugs.

I have seen a few IC lugs that had the windows cast in, Medici comes to mind (lugs designed by Mario Confente), but not many. Well more if you include BB shells and fork crowns; their windows are more often cast in.
