If the problem is fitting a decaleur, you might want to talk to Gugie. He makes some nice custom decaleurs that mount to the stem above the headset.
Gugie does great work. But my preferred solution would be to braze a cable stop to the Velo Orange decaleur. I cobbled up a bolt on solution for an old Mercier I had. It used a metal strip bent into a V, with p clamps holding it to the arms of the decaleur. Worked fine despite being aesthetically atrocious.
