Won't fit the binder unfortunately, but it is a quality piece of kit. I have the non-pannier version - the sidepockets are just sidepockets, and the Topeak rack it slides into. With over 5K miles of hard commuting, I've had no probs with it. The slide-in and lock setup is absolutely brilliant.

The only issue I have is that my panniers hook onto the rack in such a way that prevents use of the slide-in so on the rare occasion that I need panniers and trunk bag I use the velcro, which works just fine only takes a bit longer than the 2 or 3 seconds the slide-in takes to secure.
