As far as I know, no Schwinn came with that combination of head badge and lugged frame. Maybe someone’s personal customization?
Maybe the bikes are rentals from the bike rental across the street, designed to be durable under frequent use and by heavier riders. Generally, that might point to a lugged frame, though Schwinn fillet brazing or electroforging, I'd heard was strong, though heavy. Or, clientele desired lighter bikes. All speculation.
