No idea, but what can help is to know the tubing used and the threading for BB shell, etc. which would help pinpoint where the frame was made (assuming the fork is OEM)

The only dim bell it rings is the shield shape is similar to what Union used (mainly pedals and spokes) but AFAIK they did not make full frames (except Royce-Union which had only partial ties to the German/Dutch parent Co.) and I very much doubt there's a "R-U" connection to this fork!
