I cannot open the link that Lattz provided, but looking at the eBay ad from SF Valley the OP's frame could be made by Berma (the fork almost certainly is) based on the seat stay FINIALS that are not quite as pointed in this blue example, but closer to the OP's than any I have seen so far. It looks like the OP's may be a lower grade (budget) model that could be built with less costly tubing like Aelle...and as noted there could be front-end damage, so check carefully!
