Whatever it is, it is not a Cinelli - the seat stay attachment says that. It's a very nice seat stay attachment, but it is not a Cinelli seat stay attachment. My WAG (wild ass guess) is that it has a Cinelli bottom bracket shell, and we have all seen people who don't know much about bikes assume (incorrectly) that "Cinelli" on the BB automatically means it's a Cinelli frame.
FWIW, and it ain't much, my WAG is it's a mid to late 1970s British touring/sports touring frame. The seat stay attachment is what I'm basing my British WAG on. My tourer/sports tourer WAG is based on the eyelets on the dropouts, a longish wheelbase, longish seat stays, and a triple crank with what looks like it might be half-step plus granny. My 1970s WAG is based on cables over the top of the BB and what looks to be a six speed freewheel or cassette (that's in a picture in the ad that was not reposted here). What little of the lug brazing we can see looks pretty good.
Whatever it is, it might worth kicking the tires by someone local and tall. I'm tall, but I'm 2,000 miles from local, so it will have to be someone else.
My slightly informed guess was Brit too. It's the top end of what I ride size-wise, so I may go give a look/ride.
