I ended up shipping the frame to Andy Gilmour, then he delivered it to me in person at the Tucson bike swap. He did a nice job at a very reasonable price, would recommend. I might have him dimple some more old frames for larger tires since I have a storage unit full of them.

He said he could have done it same day as mhespenheide suggested, but I was only planning to be in town on the Sunday of the bike swap so that would not have worked.
