Depends on the state, apparently. Some require all passengers to be seated and belted while the vehicle is in motion - which frankly makes sense. It's not like the laws of physics are suspended inside a motorhome rolling down the highway at 70 mph! If the driver has to brake or maneuver suddenly, you'll still slam into the wall.
