Except that Portlanders apparently think that cyclists should not be on any road without a bike lane, and if the bike lane on a road is debris-filled, cyclists should walk. The ODOT proposed policy is just an extension of that idea. It's really simple: 1) The road in question does not have a bicycle-specific facility. 2) There is a nearby bicycle-specific facility. 3) Therefore, cyclists should stay off the road.

Hopefully, Oregon cyclists will beat this back. But if they don't, they will reap what they've sowed.
