I suspect they have improved the tanks somewhat. In our class they showed a CNG car being dropped from a 50 foot high crane. Then they took a fully charged tank and shot it with a .357 magnum, no leaks. Finally, they shot the tank with an armor piercing round which did cause a leak, but no fire.
The inverted tank was at the national standards lab for how the heck did that happen testing. The garage it blew up was a small town grease monkey outfit.
Probably a major lapse in safety protocols. Ha, it was the mid 90s, probably no such thing.
