Sorry, your message is getting garbled by my bunghole filter, but I think I get the gist of whet you're trying to say anyway. This cyclist has no more business riding a bicycle than a motorist would have driving a car if he was driving recklessly and had to swerve into a lamp post to avoid hitting somebody.
