Oh I See. YOU are the expert authority to decide who has "business" riding. And how did/do YOU make the determination of who is qualified to ride a bicycle? Other than reading a second hand anecdote of a single incident from the Internet?
If a rider is putting themself and others at obvious risk by riding at reckless speed between parked cars and store doorways, any of us can express the opinion that he shouldn't be riding.
