What's with the clasp / buckle on Chrome bags? They look like recycled seat belt clasps from 1970's automobiles. Pretty heavy duty looking.

I think the most important thing for a messenger bag that carries a computer is that it be waterproof. Fit and waterproofness are your main criteria. I have an older model Ortlieb one that I have carried my laptop it. No sleave or anything. Just chuck it in there with my lunch, thermos, and stuff.
