My constructive idea is to forget about sidewalk bans until such time you have some sort of evidence of a real problem besides an isolated anecdote or two.
As usual, the term "reckless" is casually applied to someone/anyone else who does not meet the poster's criterion of "proper" cycling. I don't have any problem now with "reckless" sidewalk cyclists, and never have. Where there actually is a problem (presumably "recognized" by more than a few cycling advocates with an agenda to find fault with all other "untrained" cyclists) local representatives can take approriate enforcement action for reckless behavior.
