4 sizes but not sloping or compact? Sounds like a problem. You will exclude a fair amount of people who fall between these sizes. With the impetus these days on a proper fitting bike, you may want to consider 6 sizes...52-60 cm in 2 cm increments. 3 cm increments sounds a bit much to me.
