That's true if there's no aerodynamic resistance or other resistive forces. But since adding ballast can be done without significantly altering the aerodynamic drag, one can get greater forces in the desired direction without commensurate forces slowing one down. If you don't believe it, drop a feather, then drop a feather tied to a lead weight.
