William, cutting off a regular bar is OK, but be aware that if you want to use the bar end type brake levers it will be a problem. The circular cross section of the tubing is deformed by the bending process so the bar ends won't go in. Not even close.
I was gonna say that my friend has a variety of tools to deal with this issue, but at under 30 dollars, the effort probably isn't worth it!
