No offence that means you think cops run around "enforcing" laws that don't exsist and let the courts figure it out????
Cops have been known to take the wrong interpretation on laws or even make something up occasionally. If the cop thinks the wrong thing and acts on it, the court will correct it. I'm sure you've heard of "Innocent until proven guilty." That is the reason there are trials or court dates.
