Sounds like a non-cyclist designed your uniform pants. That's a bummer.

As for the original question, I like the metal clips. Just about any bike shop will have them. I think they work better than the velcro straps. From my experience they're faster, to put on and off, hold the pants better, and when you're off the bike it's easy to just clip them over your bars or stem.
