This is why you have your conundrum. Whites make up 80% of the US while all other races make up the remaining 20. In San Diego it 51.6 white, 28.8 Hispanic, 14.3 Asian still leaving whites the dominant group.

"Racism often includes the misconception that people of different races differ in aptitudes and characteristics."

This leads to the original gripe about how slvoid couldn't believe (or was proven wrong in his assumption) that some short guy in street clothes was riding well. It may not have been his intention, but it sounded like he thought it was unbelievable to see this "short mexican" ride so well, kind of implying that they can't in the first place.
Yes, racism is usually applied to the dominant group in society. Except that the statistic you posted about San Diego is misleading because it includes the north county which has mostly whites. In the southern county, which is closer to the border, we have a TOTALLY different ethnic makeup. It's more around 57-58% Latino with around 38-39% white. However, even though I as a white person is part of the minority, all racist remarks against me are disregarded because they were made by someone in a ethnic group that THINKS they're the minority when in fact they are the majority. Even though they are the dominant group, they esentially get away with what a white person somewhere else would get killed for.
