To use discs+ horizontal dropouts requires one of a couple of kludgey solutions to allow the brake to move forwards and backwards with the wheel. A frame with an eccentric bottom bracket is another solution to this problem, but i don't know of any stock road frames with EBB & disc brakes.

Another possibility would be putting a rigid disc fork on a standard cross frame- kona and dimension both sell nice 700c rigid disc forks & just running a v-brake in the back.

EDIT- looks like the kona sutra is just the ticket for what you want.
