Your photos didn't give much to work with, but with a little image processing, I see what appears to be a few splines down below the axle nuts that should be for a FR-1 freewheel remover. That freewheel doesn't look very old, so I would expect it to work with the FR-1.
Maybe Sheldon Brown will chime in with the solution.
