I always wear a shirt under the cycling jersey. Helps equalize the range in temps one often experiences, especially on a long climb, then quick descent. In extreme heat, over 90F the shirt gets soaked and keeps me cool, on cooler rides it feels wonderful and snug, coupled with bib shorts, as opposed to just a thin jersey. Just my preference.
