Should have specified.
Legally, we are required to have lights "during darkness" (also reflectors). "Darkness" is defined as "any time from one-half hour after sunset to one-half hour before sunrise and any other time when visibility is not sufficient to render clearly discernible any person or vehicle on the highway at a distance of 1000 feet.." I suppose that means during a solar eclipse, too

Anyway, it's probably inefficient of me to state the obvious that sunrise and sunset times vary throughout the year . . . right now, sunrise is about 6:10 and sunset is about 8 p.m. so I'll let you do the math.
Practically, it's probably possible to push it +/- 1/2 hour or so, depending on where you are riding and how comfortable you are without a light.
In any case, I have my doubts there would be too many tickets issued around here, unless the cops are having a really really slow day (regardless of how safe or unsafe it may be).
