What bike? Surly Cross-check
Weight unloaded? The bike by itself weighs just under 25lbs, add probably 2-4 more for rack, lights, and bottle cage. I don't count the luggage because that comes off and in with me.
What gear attached/carried?: Tubus Vega rack (coming soon), rear blinkie, Planet Bike Alias light, 2 very light but cheap bottle cages from Performance, Arkel Utility basket pannier, small repair kit, Topeak Road Morph pump, Cateye computer. Lock stays at work. My 209 lbs.

I would have loved to get a bike that weighed 21-22lbs, but that wasn't going to happen within my price range and for a bike as versatile and sturdy as I wanted. I had flirted for 2 seconds with the idea of a Moots titanium cross bike, but realized that was way, way out of the budget. I actually saw one a month or so ago at a shop. Picked it up and it did way 22, maybe 23 lbs or so--no so much lighter that I would have paid the money even if I had had it.
