I'm just getting back into bicycling and had an encounter today that made me think. I saw a cyclist on the other side of the road with his front wheel off his bike and I think he may have been on his cell phone. After I passed I wondered if I should have stopped and tried to help.

My question is do good members of the bicycling community always come to the assistance of a cyclist broken down by the side of the road?
