As you ride by or even stop, its pretty much etiquette to call out, "Got whatcha need?" or something similar. Sometimes you can tell by the "look" of the cyclist whether he/she might need help in changing a flat, etc. OTOH, if its an OCP or Elitist Bustard there may be no point. (Would die before using a spare tube that might have touched a steel frame or was made from plain butyl!)
