The "Cadre Allege" indicates low-end carbon steel tubing to me, as well, but in US export models, the chrome stays would have been reserved for the PX-10s and similar top-end frames. Things are evidently different in Europe. With a 7-digit serial number starting with a "6," I would have guessed 1976 vintage, rather than 1979.
