I'd contact the frame manufacturer to find touch-up paint first. Failing that, visit a well-stocked auto-supply store. You can get car touch-up paint in every color imaginable. How close a color match do you really need if you're just touching up the drop-out area? It's pretty hidden by the wheel anyway.

I've heard that clear nail polish works wonders to prevent paint chips from growing.
