Good To Go...
Assuming that your feet do not hit your panniers, you are good to go except perhaps for the width of your tires. If your frame will accommodate them, I would suggest 32mm tires and that you stay on pavement. I would recommend Continental Top Touring or Specialized Armadillos.
If you are a lightweight (<140 lbs) you might be OK with 25mm, but you should inflate to the max and be aware that the ride will be a little hard. Bring along a spare, as your rear tire will wear quickly wear out.
