Definately give Kent a ping. He came to my office and spoke about commuting last week and pointed out quite a few active programs for promoting commuting.

To be honest, I think it really helps to build up the atmosphere and environment through community support. In my area, commuting is popular because support facilities are pretty good. We have showers, bike storage facilities, public-transport which are fairly bike-friendly, etc... It's hard to address each and every individual's personal issues about commuting but trying to solve the common problems is a good start.
