Eliminate half the park spaces and charge for the other half.

Actually, I have no clue what it would take. So many people are just lazy. For instance, let me introduce you to my sister in-law:
1) Sedentary
2) 2 feet shorter than me and weighs 20 lbs more
3) Diet consists of pizza and mc donalds.
During winter she totaled her car. While waiting several months to replace it, her family switched to using mass transit. While she was living with us she had the option of walking or biking to perform various errands. We live in the middle of a city where almost everything we need is within a 5 square mile area.
What did she do? She used a bus to go 2 blocks to the grocery store. They used it for everything. 1 block 2 blocks, 1 mile, 10 miles, etc.
I find this a troubling indicator regarding the amount of laziness the american public is accustomed to.
