Savings will not influence many people. Getting healthy will not influence many people. Gas at $10 a gal will barely influence new riders.
Program needs to overcome major issues:
1. bike commuting is viewed as hard work
2. there is no common measurement of more and more people trying cyclocommuting
3. state laws do not emphasize the rights of cyclists on roadway
4. most people think of bikes as toys and not vehicles
Ideas that have great potential for increasing riders:
1. national annual data showing both number and % of cyclocommuters
2. bike to work 100 days and you get a free new bike
3. state laws that require bike lockers at all work locations with more than 40 employees
4. federal rules that require cities to annually increase % of streets wider enough for bikes.
5. states requiring cities to publish updated bike routes every 2 years
6. here is the big one, a monthly check from the IRS paying $.50/mile for each verified cyclocommute mile last month. Something is needed to jump start couch potatoes and regular money in the pocket may just do it.
