Exactly. Including cycling into urban planning to create wider lanes for bikes and cars to co-exist w/o danger to either, installing bike racks everywhere, bike stations in major metropolitan areas w/ showers and lockers, requiring new buildings and schools (K-12) to provide covered, secure bike parking, etc., are things that would make bicycling easier. I included schools because bicycling as a mode of transportation has to be ingrained in the younger generation as a valid and "grown-up" means of transportation. We've got plenty of bike cultures (bmx, moutain, fixie, roadie, 'bents, etc.), but for the 90% of Americans who only ride recreationally, bike commuting needs to be made safe and simple to lure them out of their cars.
