Can I tighten up the slack in the cable the way I use to do it with my old V-brakes? Loosen the anchor nut, pull the cable a bit and then retighten the nut? Or is there more to it than that?

Don't tighten the slack cable to adjust the brake pads; the slack cable is for, well taking out the slack and that's it. These are Avid's reccomendations. Sounds like you just need to turn the red dials to move the pads inward. If that's not working inspect the caliper to ensure when you turn the adjusting knobs that pads move. If both brakes are doing this it's got to be an adjustment issue.... by the way, great brakes when you get them setup. And don't worry if they don't stop you very well on your 1st dry run. Mine took a few rides to break the pads in and wear away any oils on the rotors.
