So I know that there have been a flock of new wheels post but I thought 'Hey why not one more?' So the shop told me that my current wheels have just about crapped out (stock Alexrims) and that eBaying would be the best for me. So I found these:

Only problem is that they seem to be really small. 700c is fine but by 18mm? Am I missing something or is the standard 23 for a roadbike and at smallest about 21 for a track bike? Any other advice on a decent wheelset from eBay would be appreciated.
