I think I remember reading this too. Basically, for any UCI or World Cup qualifying events, you need a UCI-legal bike.
As for the curved seat tube + short stays, what constitutes short stays? I've got a pursuit bike with a curved seat tube, and I don't feel like the q-factor is very high (then again, my cranks have a very low q-factor, so maybe it compensates).
What about q-factor? What's a "usual" measurement these days?
